I. The Energy-efficient Design Code for Public Buildings and the Regulation of Civil Building Energy Saving（also known as Compulsory Standards）of the State, were issued in 2005. These standards, in addition to regulatory requirements, emphasize the punishment for any non-compliance but also encourage the development of energy-efficient technologies for doors and windows.

II. In August 2008 Premier Wen Jiabao signed Decree No.530 of the State Council; to promulgate and implement the Regulation of Civil Building Energy Saving. This is the first national regulation of energy efficiency for buildings which explicitly prohibits doors and windows not in compliance with energy-efficient standards.
